SCDBA MINUTES: WINTER MEETING 2005
The winter meeting of the South Central District Bandmasters Association was held January 28, 205 at the Mooresville CitizenÕs Center in conjunction with the District Band Clinic. The meeting was called to order by chairman Blair Smith at 2:30pm.
The minutes of the September 13, 2004 Fall Business Meeting were read and approved.
Richard Holmes gave the TreasurerÕs Report and cited that more funds were to be expended this year, in large part due to the commissioned work. His report was approved.
Blair also thanked Howren Music Company for providing lunch.
OLD BUSINESS
District Auditions: Anne Reese reported that for next year:
1. Students will audition on only ONE wind instrument
2. Articulations and scales MUST be played as decided in meeting
3. Do not use tenths of a point on sheets
4. Registration will be Òon-lineÓ for 2005 and will close out at
midnight on last day
5. No mail-outs next timeÉJOIN THE YAHOO GROUP
6. Audition date set: January 7, 2006 Deadline: December 7, 2005
7. Computer hardware to be purchased from Frank Martell is for
auditions use only
District Clinic: Felicia Davis reported:
1. The chairman is pleased to continue to host at Mooresville
2. Last clinic shortened due to weather threat
3. Clinic Date 2006: January 27-28
4. Clinicians: Senior Band: T. Fraschillo High School: M. Wilder
MS: Anne Reese (as elected at meeting)
Middle School Contest: Jim Hill
1. Judges Debbie Oxner Joiner, Joe Gulledge and Ed Benson.

High School Contest: James Phillips
1. To be held at Shelby High School March 15-19, 2005
2. Application deadline February 15, 2005
3. Judges I-IV: Aldridge, Knighten and Wylie
Jazz Clinic: Jerry Lowe reported:
1. Clinic to be held at Lenoir-Rhyne College on Feb. 18-19, 2005
2. Jazz Festival also to be held at LRC on April 15, 2005
3. Jazz Camp proposed for June 27 thru July 1 2005
Solo and Ensemble Contest: Neil Underwood
1. To be held at N. Lincoln HS on May 7, 2005 (deadline 4/7/05)
2. Material will be mailed out but registration will be on-line
Honors Band Auditions:
1. To be held at East Davidson HS
2. 9-10 forms distributed by Keith James
3. Audition fee of $15.00 to be assessed this year for the first time
Honors Band Clinic:
1. To be held again at UNC-G, John Locke, host 4/22-24/05
2. Fee set at $35.00
NCBA Update: A committee will be formed to examine district line issues
Award of Excellence: John Mode voted as 2005-06 recipient
Sight-reading: Richard Holmes announced that materials are available off district
website
Marching Band Committee: Blair Smith reported:
1.The committee met on January 17, 2005 and addressed all complaints received, especially those regarding judges and their qualifications.
2.Problems concerning the ratings sheets were also addressed
3. One music effect judge must have certified training
4. Mark Beamish will receive applications for new position of
Facilitator to review, distribute all sheets and materials.
Each district will be assessed $200 to fund this position.
NEW BUSINESS
Judges Committee: Keith James
Keith requested new names for consideration the Contest/Festival
Judging list. Current list distributed with any changes or
Corrections made.
Constitutional Change(s) Proposal: Richard Holmes

Standing of MENC and NCMEA.
Persons wishing to attend any functions outside his/her district
Must gain approval from the ÒnewÓ district chairman. Upon
Arrival, release must be secured by his/her present district before
Attending any function in the new district.Ó
TO:
ÒMembership in good standing of the Music Educators National
Conference (MENC) and the North Carolina Music Educators
Association (NCMEA) shall be prerequisites for membership in
The South Central Bandmasters Association.
All persons who are actively involved as Band Directors in the
South Central District shall be members, provided they complete
the membership registration form at the fall meeting. Membership
each year will be contingent upon filling out a yearly data sheet
with correct addresses and phone numbers. The first mailing each
year will be sent to every middle and high school in the District..
Subsequent mailings/communications will be sent to band
directors Who have completed the membership form and turned
the form in by the deadline.
All persons who are actively involved as Coordinators,
Supervisors, etc., of Instrumental Music shall also be eligible for
Membership. Active members are considered voting members.
Retired members may not vote.

The above changes were approved by voice vote.
No further business being brought before the members, the meeting was adjourned by Blair Smith at 3:28 pm.
