Winter Meeting
All-District Band Clinic Weekend
Chairman John Mode called the winter meeting of the South Central District Bandmasters Association to order.
The minutes were approved as presented.
The TreasurerÕs report was approved as presented.
1. District Auditions Ð Mark/Anne Reese
Auditions went well overall. We need to make sure and proof the hard copy of the names our students. A number of errors were made which caused the delay of auditions this year.
2. District Clinic Ð Felicia Davis

No Commission for next year. Voted to move $2000.00 to Commission account. Motion passes. Middle School is next for
2009 commission.
Most mistakes are made by Band directors when filling out paper work for this event. Please be careful and check twice.
3. Award of Excellence
Blair Smith is the 2007 Award of Excellence recipient for the South Central District.
4. Middle School Concert Band Festival Ð Jim Hill
Dates are March 20 Ð 22, 2007. Registration deadline is February 20, 2007. Judges for the festival are: Arden Carson, Bernie Hall, Deborah Davis for stage and Kirk Godbey for sight-reading. There are no more time slots for Wednesday.
5. High School Concert Band Festival Ð James Phillips/Neil Underwood
Dates are March 27 Ð 30, 2007. Registration deadline is February 27, 2007. Judges for the festival are: Grades 1-4: Bernie Hall, Marshall Kirby, Dr. Scott Tobias for stage and Randy Ingold for sight-reading. For grades V Ð VI: Joe Gulledge, Fran Shelton, Bob Palmer for stage and Dr. Royce Lumpkin for sight-reading. Requested any band performing a grade IV/V program to consider performing on Thursday/Friday to help balance the number of days. Next year, all bands performing a grade IV/V program will perform for the grade V/VI panel.
6. Jazz Clinic/Festival
Jazz clinic will be held on the campus of Lenoir-Rhyne College on February 15 Ð 16, 2007. Festival will be held on May 4 Ð 5, 2007. Location; TBA
7. Solo and Ensemble Ð Neil Underwood
May 5, 2007. Will have 5 judges. All forms and rules are posted on the website.
8. Honors Band Auditions Ð Keith James
Auditions will be held on March 3, 2007 at East Davidson High School and Brown Middle School.
9. New Music Clinic @ Honors Band Ð Richard Holmes
Encouraged everyone to attend Honors Band this year at UNC-Chapel Hill on April 27 Ð 29, 2007. If anyone was interested in helping with the new music clinic at Honors Band, please talk with Richard.
10. Spring Meeting: Monday, May 7, 2007 at Vance High School. Dinner at 6:30 PM and the meeting at 7:00 PM

1. Financial Reporting NCMEA Ð Richard Holmes
All events will be using new forms and revised rules for our events. All clinicians, judges and event chairs who
is paid must complete a W-9 form. If total amount paid is $600 or more (not just from the South Central District) the person will receive a 1099 from NCMEA.

Under All-District Auditions ChairmanÕs Responsibilities:

E. Keep accurate records of all fees collected from member directors and give to the Treasurer to deposit before the day of auditions. The audition chairman must complete a check request form before expenses can be paid.
Under Solo and Ensemble:
G. Keep accurate financial records of all fees collected, all required expenses, etc. and make a financial report to the Treasurer of NCMEA, SCDBA and the District Chairman with in forty-five days after the completion of the Contest. All surplus money should be remitted to the Treasurer of NCMEA at this time.
Add to the Membership Section:
A Band Director who misses the established membership deadline, may still join the SCDBA for that year. The Band Director must mail his/her contact info to the District Chair and pay the following fee. If the band directorÕs information is post marked by November 1, they will pay a $20.00 fee. If the band directorÕs contact information is posted marked by December 1, they will pay a $50.00 fee. On December 2 and afterwards the fee will be $100.00. The band directorÕs contact information and fee will be mailed to the current District Chairman.
4. Clinician/Commission Committee Ð Richard Holmes
Richard presented info for the Clinician/Commission Committee. The info presented the number of members on the committee, how to be a member of the committee, length of term, and duties of the committee, etc.
5. District Sight-reading Proposal Ð Richard Holmes
Richard made a presentation (based on the rubric for our concert festival) for the sight-reading used at All-District Auditions. We would commission a person to write the sample for auditions using the rubric. Middle school would use the Grade 3 criteria. High School would use the Grade 5 criteria and the Senior High would use the Grade 6 criteria. We will vote on this at our spring meeting.
6. Other New Business
SAT will fall again on our District Clinic, please advise your students for next year.
